Residents of a small Arkansas town already live with a host of problems, with an out of control crime rate topping the list. Now the citizens of Helena-West Helena can add one more reason to be afraid - martial law. Police in Helena-West Helena patrol the streets with M-16's and M-4 rifles, enforcing a 24 hour curfew the mayor put into effect to stop a streak of rampant violence "no matter what."
